Littleton Select Board Hires James Duggan as Town Administrator in 4-1 Vote

LITTLETON — December 14, 2023 — Littleton Select Board appoints new town administrator in a 4-1 vote, with one member objecting to above-grid pay. The board convened a special 8 a.m. session on December 14 to approve a three-year employment contract with James Duggan, effective December 18, 2023, through December 18, 2026. Select Board Member Chuck Spader cast the lone dissenting vote, stating on the record that the town administrator position is classified at Grade 22 on the town's internal pay grid but that Duggan's contract compensates him at the Grade 24 rate — "quite a raise from our last administrator" that "doesn't follow any other contract we have." The remaining four members voted in favor without addressing Spader's compensation concerns. Duggan thanked the board and called Littleton's volunteer activity and employee base "very, very impressive."
