Littleton Select Board Awards $447,545 in Contracts, Splits on Project Manager Hire

LITTLETON — May 26, 2026 — Littleton Select Board awards nearly $450,000 in infrastructure contracts and splits 4-1 on a personnel reclassification at its May 26 meeting. The board unanimously approved a $291,545 contract to PJ Albert Construction Co., Inc. of Fitchburg for Russell Street resurfacing and new sidewalk construction, and a $156,000 contract to MJ Cataldo, Inc. of Littleton for dredging and boardwalk replacement at Frog Pond, funded through a combination of Chapter 90 funds, local roadway repair funds, and Community Preservation Committee money. The board voted 4-1 — with Select Board Member Mark Rambacher dissenting — to appoint Nancy Glencross to a new town-wide Project Manager position at Grade 13, Step 10, a move Town Administrator James Duggan said will save the town roughly $20,000 to $25,000 annually; Rambacher argued the reclassification should have come through the budget process rather than weeks after Town Meeting approved a two-person IT budget. The board unanimously appointed IT Support Analyst Thomas McLaughlin to the newly graded Information Systems Manager position at Grade 14, Step 7, with a June salary of $96,841.44 rising to $99,263.52 on July 1. Six residents spoke during public input, uniformly urging that the board's disconnected Flock license plate reader cameras not be reactivated without full public process, with several also calling for a moratorium on data centers and greater transparency from Littleton Electric Light and Water Department, whose meetings are not currently video-recorded.
