Littleton Planning Board Approves Monarch Drive Lot Transfer, Advances Taylor Street Permit
LITTLETON — December 14, 2023 — Littleton Planning Board closes 2023 with a unanimous Monarch Drive lot-transfer endorsement and a deadlocked debate over MBTA housing survey timing. The board approved an Approval Not Required plan at 1 and 2 Monarch Drive, consolidating a newly created Parcel X into the Two Monarch Drive property following completion of a new septic system. Engineer Maren of Weston and Sampson reported that peer reviewer Greener National Associates issued only about a page and a half of comments on the Taylor Street water main special permit — far below the firm's typical volume — with a final recommendation expected before the January 11 continued hearing. The longest exchange of the night centered on whether to insert a survey flyer into an imminent town census mailer, with one member arguing a ride-along notice would cost only printing against a standalone mailing estimated at $6,000 out of a remaining $26,000 consultant budget; other members said the board lacked the necessary information to write survey questions without first hearing from the governor's office on a pending MBTA Communities waiver request. Staff also confirmed that all documents for the first closing at the Hager Homestead affordable housing development — a 150 percent AMI unit with a Littleton resident as the qualified buyer — had been signed and submitted, with the site still a construction site pending fire and building department clearances.
