Littleton Planning Board Tables Tahattawan Road ANR, Seeks Clearer Land Transfer Record

Planning Board · Meeting of July 23, 2026

Littleton Planning Board tables Tahattawan Road ANR over chain-of-title concerns. The board voted unanimously Thursday to continue an Approval Not Required application from developer Mark Gallagher for a parcel at 146–168 Tahattawan Road, continuing the matter to the August 6 meeting after members raised concerns about the documentation trail for a 35-foot strip of land central to the application. Member Mark Montaneri, citing 34 years on the board, argued that standard practice requires two separate ANR drawings — one showing the strip being broken off from 168 Tahattawan Road and another showing it merged with the adjacent Lot 4B — rather than the single combined plan Gallagher submitted.

Staff reported that Town Counsel Ethan Dively had reviewed the single-plan approach and found it legally acceptable, but Gallagher ultimately agreed to accept a continuance and said he would provide a written extension of the 21-day ANR review clock by the following morning.
