Member Mark Montaneri, citing 34 years on the board, argued that standard practice requires two separate ANR drawings, one showing the strip being broken off from 168 Tahattawan Road and another showing it merged with the adjacent Lot 4B, rather than the single combined plan Gallagher submitted.

Staff reported that Town Counsel Ethan Dively had reviewed the single-plan approach and found it legally acceptable, but Gallagher ultimately agreed to accept a continuance and said he would provide a written extension of the 21-day ANR review clock by the following morning.
