Littleton Planning Board Approves Cannabis Shop's Earlier Opening, Hears 550 King Street Phase Shift

LITTLETON — October 2, 2025 — Littleton Planning Board unanimously approves earlier opening hours for Collective Cannabis and hears a major phasing update from the 550 King Street development team. The board voted to allow Collective Cannabis at 537 Great Road to open at 8 a.m. instead of 9 a.m., seven days a week, citing a written endorsement from Police Chief Panard, who said the department has had "no issues" at the location since it opened. Dave Gianetta, CEO of Community Care Collective Inc., also briefed the board on plans to add warehouse storage space at the rear of the building under a Cannabis Control Commission architectural review, which the board found required no planning board vote. On 550 King Street, Morgan Pearson of the Pulley Companies told the board the retail village has been moved to phase one of construction — a reversal of the April 2024 phasing plan — driven by strong interest from national and regional retailers following outreach in Las Vegas, New York, and Boston; a retail site plan submission is now targeted for late November with a board review in December. The shift prompted a sharp debate over the project's inclusionary zoning obligations, with board member Anna arguing the bylaw's requirement that affordable units be provided "in proportion to market rate units" demands roughly 29 units in the first residential phase of approximately 297 units, while other members and the developer held that nine units in phase one satisfies the bylaw's total-project 10 percent threshold; the developer committed to bringing a written affordable unit delivery schedule to the December meeting.
