Littleton Planning Board Approves Two Marijuana Permit Extensions, Advances ADU Bylaw Update

LITTLETON — November 13, 2025 — Littleton Planning Board approves two marijuana permit renewals and opens ADU bylaw overhaul at joint session. The board unanimously extended five-year special permits for Community Care Collective, an adult use retail facility at 537 Great Road, and G7 Labs, a marijuana testing laboratory at 160 Ayer Road, with the fire department requesting an annual inspection condition for the retail site. In a joint session with the Zoning Board of Appeals, town counsel warned that the Attorney General's office is scrutinizing ADU bylaws with unusual intensity, citing a 20-page single-spaced review letter that struck down provisions in one town's recently adopted bylaw. Planner Martin Cooper presented a draft bylaw prepared with MAPC to comply with the Affordable Homes Act; key policy questions debated included whether to cap ADU size at 900 square feet rather than the current 1,200, whether to prohibit short-term rentals, and whether to restrict condominium conversion of ADUs. A stormwater permit for a Littleton Electric Light and Water Department residential parcel at 242 King Street was continued to December 15.
