Littleton Conservation Commission Votes to Impose Daily Fines at 15 Powers Road

LITTLETON — July 9, 2024 — Littleton Conservation Commission activates daily fines against unresponsive property owner at 15 Powers Road over unpermitted wetland work. The commission voted 5-0 at its July 9 meeting to begin imposing approximately $100-per-day fines under an existing enforcement order after staff reported that certified mail went uncollected, a hand-delivered notice produced no follow-up, and personal texts to the owner yielded no response. Chair Kyle Maxwell said the commission will pursue Town Counsel and DEP referrals in parallel, with recent aerial photographs expected to bolster the evidentiary record. The board also issued four certificates of compliance — for 49 and 59 Porter Road, 25 Juniper Road, and 30 Mill Lane — and approved an emergency certification allowing rail operator Keolis to breach a new beaver dam at Mill Pond and install a perforated-pipe flow device. Public hearings for a residential demolition-rebuild at 13 Winged Cove Road and a commercial building at Spectacle Pond Road were continued to July 23, as were two town boardwalk proposals at Hartwell Conservation Land and Long Lake Park, all awaiting MassDEP file numbers.
