Littleton Conservation Commission Closes Three Permits, Begins Daily Fines at Powers Road

LITTLETON — July 23, 2024 — Littleton Conservation Commission closes three wetland permits and begins daily ticketing at a noncompliant Powers Road property. The commission voted unanimously July 23 to issue orders of conditions for the Hartwell Conservation Land boardwalk, the Long League Park boardwalk at 11 Queen Road, and a commercial building at 4 Spectacle Pond Road — the last closing after months of peer review with Green International and the receipt of Mass. DEP file number 204-1007. On an unresolved enforcement matter at 15 Powers Road, Conservation Agent Amy reported that the property owner has ignored two prior violation notices, declined a DEP callback, and failed to appear at the July 9 meeting as required; town counsel authorized two tickets per day, with fines starting at $25 and escalating to $300, for a potential total of nearly $6,000 over the first 15 days alone. Chair Chase Kerbeck framed the commission's goal plainly: "If we found a way to resolve this but also forgive the fines — maybe less what it's cost the town — that would be more or less an acceptable resolution." The meeting opened early for a presentation by Sudbury Valley Trustees Conservation Associate Mike Perrin on a free, publicly accessible regional land-prioritization tool spanning 36 communities between Worcester and Boston.
