Littleton Select Board Sets FY25 Tax Shift Factor, Approves Bond Sale at 3.07 Percent

LITTLETON — November 4, 2024 — Littleton Select Board sets FY25 residential tax shift factor and ratifies bond sale at half the budgeted rate. The board voted 4-0 Monday to establish a residential factor of .892256 under MGL Chapter 40, Section 56, directing a larger share of the town's $52.27 million tax levy onto commercial, industrial, and personal properties; the board declined to adopt a residential or small commercial exemption. Town Assessor Cathy Miller presented five options, noting the average single-family assessment has risen 49 percent over five years to $694,868, and that commercial property values outpaced residential gains this fiscal year at 16.2 percent. Treasurer/Collector Rob Rounce reported the town's November 2024 bond sale closed at a net interest rate of 3.07 percent on a $13.5 million bond anticipation note for the senior center and 3.44 percent on a $12.75 million general obligation bond — far below the 6 percent the town had budgeted — backed by a newly confirmed triple-A S&P bond rating. The board also accepted $47,192 in gifts to the new Elder and Human Services building fund, including a $25,000 memorial donation from David Plogger in honor of his late wife Carol.
