Littleton Conservation Commission Approves Wetland Buffer Planting Relocation at Harwood Avenue

LITTLETON — April 18, 2023 — Littleton Conservation Commission approves a 4-2 planting barrier relocation at 38 Harwood Avenue while holding a Foss Place developer to open enforcement orders. Commissioner Chase Gerbega voted against the revision at 38 Harwood Avenue, saying the move appeared designed primarily to expand lawn area rather than address drainage, but was outvoted by members Carl Melberg, Kyle Maxfield, Brian Crowley, and one other; the commission conditioned approval on matching the original planting schedule of 14 common junipers and five early low azaleas. On the Foss Place matter, Mark Gallagher of Seal Harbor Development appeared to update the commission on erosion controls and a proposed water main extension, but the board unanimously declined to advance any new application while two enforcement orders — issued January 10 for unauthorized removal of 13 trees, including three oaks measuring up to 24 inches in diameter — remain unresolved, directing Gallagher to return May 2 with a full restoration plan. A Notice of Intent for a Presby septic system at 10 Ivy Road was continued to May 2 pending a site walk set for April 26 at noon.
