Littleton Charter Committee sends town manager proposal to Select Board

Littleton Charter Committee sends the Select Board a proposed town charter after a 16-month review. Chair Betsy Bowling and member Charlotte Dolans, joined by Town Administrator Jim Duggan, outlined the nine-member panel's central recommendations: adopting a town manager model to consolidate department-head reporting lines, and converting some of Littleton's unusually high number of elected, often uncontested, positions to appointed ones. The committee, which met twice monthly from March 2025 to June 2026 with help from the state's Collins Center, explicitly declined to recommend changing town meeting's structure, calling that outside the town's authority.

"The charter is something that we can amend, something that we can change," Dolans said. A joint Charter Committee-Select Board meeting and public forums are expected this summer, ahead of any town meeting vote and required approval by the state Legislature.
