Littleton Board of Health Approves Springfield Drive Septic Variance, Defers Woodland Drive Case

LITTLETON — January 28, 2026 — Littleton Board of Health approves one septic variance and continues a second hearing over a disputed bedroom count. At its January 28 virtual meeting, the three-member board — Chair Kevin Davis, Daniel Kane, and Kevin Baker, with Vice Chair Matt Wayson and Gino Frattallone absent — voted 3-0 to approve variances for a Presby EnviroSeptic system at 47 Springfield Drive, granting engineer Kurt FitzPatrick of Civil Solutions a reduction in the groundwater offset from four feet to two feet and a Regulation 27 fill variance for the failing system serving owner Cynthia Napoli. The board then voted 3-0 to continue the hearing for 9 Woodland Drive after Health Director Francis Dagle confirmed the assessor's card lists eight bedrooms on a property the owner says has five, across two units. "We have always gone with what the public record says," Davis said, directing engineer Chris McKenzie of Dillis and Roy to either correct the assessor's card or redesign the proposed GeoMat system — already constrained on an 11,400-square-foot lot — for eight bedrooms. The board also confronted a newly discovered compliance gap: Dagle disclosed that the department has never annually permitted or inspected Patriot Beverages, a local carbonated and bottled water facility operating in town since approximately 2016, and that no fee structure or inspection process currently exists for that work.
