Littleton Select Board closes Special Town Meeting warrant, approves two town contracts

LITTLETON — September 22, 2025 — Littleton Select Board closes Special Town Meeting warrant and confirms two senior hires. The board unanimously closed the October 28 Special Town Meeting warrant at its September 22 joint meeting with the Finance Committee, recommending 13 of 14 articles including the $59 million Shaker Lane School debt exclusion, which requires a two-thirds town meeting vote and a majority ballot vote on November 1. Town Administrator James A. Duggan presented Tony Souza — currently assistant town manager of Oxford — as Littleton's new assistant town administrator, effective October 20, noting Souza was chosen from 40 applicants for his MCPPO certification, planning credentials, and community development background; the board confirmed the appointment unanimously at Grade 19, Step 7. The board also unanimously approved a $573,372.50 paving contract with P.J. Keating Company covering Newtown Road, Beaver Brook Road, and Harvard Road, and a $202,286 solid waste and recycling disposal contract with Waste Management of Massachusetts. Both the Finance Committee and Select Board declined to recommend Article 14, a citizen's petition that would have required the town to deposit $1 million annually into a debt exclusion stabilization fund, with members citing bond rating risk and the potential to crowd out future capital projects.
