Littleton Select Board Approves $29.4 Million Zero-Interest Sewer Expansion Loan
LITTLETON — July 24, 2023 — Littleton Select Board formalizes $29.4 million zero-interest sewer loan and hears Senior Center is on schedule for early 2025 completion. The board voted unanimously Monday to adopt the bond counsel-prescribed financing agreement for a $29,438,000 Massachusetts Clean Water Trust interim loan at zero percent net interest, maturing July 12, 2026, drawing on town meeting authorizations from October 2021 and May 2023 for sewer construction. Treasurer-Collector Robin Haley presented the item, which the board had been briefed on in advance. The board also unanimously approved a new Director of Health position at grade 16 on the town pay scale, as recommended by the Personnel Advisory Committee. Brian Fores of Vertex Companies, along with LLB Architects principal Drayton Fair and Commodore Builders senior project manager Phil Balboni, reported that construction documents for the new Shattuck Street Senior Center are wrapping up in August, with filed sub-trade bids expected in October and a guaranteed maximum price to follow. In a wide-ranging discussion, a majority of board members voiced support for placing a warrant article before voters in the fall to raise the Community Preservation Act surcharge from 1 percent to 2 percent, with resident George Sanders saying he could support the increase but urged the board to find internal revenue sources to cover the additional match needed to reach the full 3 percent state-match threshold.
