Littleton Select Board adopts amended financial policy, hires facilities manager in busy session

LITTLETON — July 15, 2024 — Littleton Select Board approves sweeping financial policy overhaul and moves toward reopening cannabis licensing. The board and Finance Committee voted unanimously at their July 15 joint session to adopt an amended financial management policy that introduces new annual reporting requirements for the school department, adjusts how free cash flows into stabilization and CPA accounts, and mandates annual policy review — the first time a firm timeline has been codified. The Finance Committee also voted 4-0 to approve year-end transfers of $137,535.28, and both boards jointly raised the Parks and Recreation revolving fund spending cap from $1.3 million to $1.5 million after a surge in summer program enrollment drove revenues and expenses above projections. The board voted unanimously to hire Eric Devere as the town's long-vacant Facilities Manager at Grade 16, Step 5, and approved a draft memorandum of agreement between the Select Board and the Parks and Recreation Commission. On cannabis, after extended debate over the structure of a social equity plan and grading matrix, the board agreed to submit written comments before the July 29 meeting, with a goal of voting on both documents and opening a two-week host community agreement application window immediately after — a process the town has been working to restart for approximately three years.
