Littleton Planning Board extends cannabis hours, opens King Street Commons subdivision review

LITTLETON — September 7, 2023 — Littleton Planning Board unanimously extended evening hours for Collective Premium Cannabis and opened a public hearing on a 22-lot definitive subdivision plan for the massive 550 King Street Commons mixed-use development at its September 7 meeting. Dave Giannetta, owner and CEO of Collective Premium Cannabis at 537 Great Road, won approval to stay open until 10 p.m. Tuesdays and Wednesdays and until 11 p.m. Thursdays through Saturdays, up from a 9 p.m. daily cap, subject to written confirmation from the police chief and Select Board; he told the board the change would add roughly $17,000 to $20,000 annually in local excise tax revenue and that his Billerica location already keeps those hours. Civil engineers Rick Freiberg and Chris Raymond of TEC presented the definitive subdivision plan for the 550 King Street Commons project — 780 apartments, 70,000 square feet of retail, 20,000 square feet of office, and reuse of two former IBM office buildings across 22 lots — and walked the board through a phasing plan targeting road infrastructure in spring 2024 and residential construction tied to the town's 2025 sewer extension. The developers' fiscal impact analysis projects a net annual benefit to the town of more than $3.7 million at full buildout, including 78 new public school students. The board also continued a public hearing on Sanctuary Medical Center's cannabis expansion at 234 Taylor Street, receiving an overview of a 91-page Odor Management Plan from Tech Environmental and sending it to independent peer review, with the next hearing on all continued items set for October 12.
