Littleton Board of Health Reviews Tobacco Rules, Eyes Smoking Bar Prohibition

LITTLETON — October 22, 2025 — Littleton Board of Health begins overhaul of tobacco regulations last updated in 2018. Vice Chair Matt Wiesen presided over a working session Wednesday with members Kevin Fratolani and Dan Cain as Health Director Francis Degel walked the board through a color-coded redline showing seven years of accumulated state and local changes, including new definitions for vaping products, oral nicotine pouches, blunt wraps, and flavored tobacco. The board reached informal consensus in favor of prohibiting smoking bars outright and agreed to retain strict age-verification requirements at the door of any future adult-only retail tobacco store. Degel was directed to consult the state DPH on whether any exception to the blanket under-21 tobacco prohibition is warranted, produce a school-proximity map to help the board choose among 500-, 1,000-, and 2,000-foot retailer distance options, and locate documentation of a prior board decision capping the total number of tobacco permits in town. No votes were taken; the board expects to resume the discussion at its November 12 meeting before scheduling a public hearing.
