Littleton Board of Health Elects Kevin Davis Chair, Advances Basement Bedroom Rules
LITTLETON — May 28, 2025 — Littleton Board of Health reorganizes leadership and advances basement bedroom regulation. The board elected Kevin Davis as chair, Matt Wason as vice chair, and Dan Kane as secretary at its May 28 meeting, all by 4-0 votes. In the most time-consuming item of the evening, members debated a draft regulation governing how basement modifications are evaluated for Title 5 bedroom-count purposes, ultimately agreeing to change mandatory "shall" language to permissive "may" language in the bedroom-determination section and to strip a standalone provision that would have automatically counted certain basement configurations as additional bedrooms. "Each scenario that comes before the board is so unique," said member Kevin Baker, arguing against rigid automatic triggers. Health Director Francis Daigle will circulate the revised draft to the Planning Board, Conservation Commission, and Zoning Board before it proceeds to town legal counsel. The board also voted 4-0 to approve a Presby septic system upgrade at 2 Elmwood Road, replacing a cesspool assessed as likely sitting in the groundwater on a 0.36-acre lot, and received word that a public health nurse has accepted an offer and is expected to start July 1.
