Littleton Board of Health Approves Monarch Drive Septic Variance, Continues Two Others

LITTLETON — March 8, 2023 — Littleton Board of Health approves Monarch Drive septic variance, flags dump-site water risk at Spectacle Pond Road. The four-member board voted unanimously March 8 to grant a Title 5 variance under 310 CMR 15.211 allowing the replacement leaching area for an existing Monarch Drive office building to cross a new lot line by easement, and a six-month permit to run the existing system at roughly half capacity while electrical conduit is installed — clearing the way for a paired warehouse development by VMD Industrial 5 LLC and CDK Venture 1 LLC. Engineer Susan Carter of Places Associates, presenting for the second time, noted the upgraded system will replace a 37-year-old septic installation with a STAR pre-treatment unit. A separate variance request for a new sewage disposal system at 6 Spectacle Pond Road — a 40,000-square-foot office lot in Zone 2 of the town's public water supply and Aquifer District — was continued to March 22 after member Kevin Davis raised concerns about the site's proximity to the former municipal landfill and an unresolved PFAS contamination history at a nearby Spectacle Pond public supply well, and identified missing pipe-sleeve notation and potential Title 5 violations involving leaching trenches partially beneath a bituminous concrete driveway.
