Littleton Board of Health Adopts Trash Hauler Rules, FY24 Fee Schedule in 5-0 Votes

LITTLETON — February 8, 2023 — Littleton Board of Health unanimously adopts trash hauler regulations and a proposed FY2024 fee schedule to support a new standalone health department. The five-member board, chaired by Kevin Baker, voted 5-0 Wednesday to formally adopt the trash hauler rules after a procedural uncertainty from fall 2022 prevented confirmation of a prior vote, with Health Agent Brenda set to publish legal notice in The Littleton Sun and submit copies to the state DEP. The board also voted 5-0 to adopt a two-page FY2024 fee schedule modeled on Acton's schedule and historical data from the Nashoba Associated Boards of Health, projecting a year-one department budget of $179,390 that includes a health director at approximately grade 16, step 9, administrative support, and nursing services. Member Kevin Davis questioned whether a soil testing fee of $500 was lower than Nashoba's current charge; Baker and member Matt Wason clarified the current Nashoba rate is approximately $425, making the new fee an increase. The board approved a health director job description 4-0-1, with Davis abstaining, for immediate submission to the Select Board. Select Board member Matthew Nordhaus, attending as a public commenter, pressed for verification that the proforma revenue forecast was accurate and that proposed staffing was sufficient, and was told that Building Commissioner Mullen considers the 33-new-unit annual construction estimate conservative.
