Littleton Conservation Commission Votes to Approve Beaver Brook Road Wetland Driveway Crossing

LITTLETON — October 7, 2025 — Littleton Conservation Commission approved a contested wetland stream crossing at 64 Beaver Brook Road and kept an active enforcement order in place against a King Street property owner who cut approximately 36 trees in a protected buffer zone without a permit. The 4-0 vote — with Chair Andrew recused after missing two prior hearings — authorized orders of conditions for a shared driveway crossing at lots one and three, DEP file numbers 204-1018 and 204-1019, with a waiver allowing the crossing on grounds that the upland lots have no other means of access. Engineer Seth Donoha of Dilso Roy said the precast open-bottom box culvert impacts just 306 square feet of wetland while the replication plan exceeds the town's three-to-one ratio at more than 1,000 square feet, and the stormwater system is designed for the 100-year storm. Member Carl raised a consistency concern, noting that to his knowledge no stream crossing had been permitted under the town's local bylaw since its enactment, but ultimately supported the motion based on the project's distinguishing features. Separately, the commission continued hearings for a proposed Habitat for Humanity affordable duplex at 87 Tahattawan Road — a deed-restricted, two-family project on land sold by the Littleton Affordable Housing Trust — and for a home demolition and reconstruction at 19 Ipswich Drive, with site walks and plan revisions required before the October 21 meeting.
