Littleton Conservation Commission Continues Heald Street Wetland Hearing, Flags 40B Concerns

LITTLETON — January 7, 2025 — Littleton Conservation Commission continues Heald Street wetland crossing hearing and raises alarms over a 180-unit 40B proposal near town wellheads. Civil engineer Jack Wisniewski of J.A. Wisniewski, LLC told the commission at the January 7 meeting that DEP required him to replace a 15-inch culvert with paired open-bottom box culverts and add a third culvert at a second crossing, forcing a full refiling of the notice of intent for property owner Terry Reese at 115 Heald Street; the hearing was continued to January 21 pending a new DEP filing number. The commission voted unanimously to decline a $275,000 right of first refusal on two agricultural lots at 96 to 104 Mount Lebanon Street, finding the parcels outside its priority acquisition list. Members expressed sharp concern about a separate 180-unit 40B development proposed for Layton Street, citing PFAS levels of 5,000 to 8,000 parts per trillion near the property line, proximity to the 50-foot no-disturb wetland buffer, and runoff risk to Reedy Meadow Brook — a site that previously drew roughly 300 votes against a related 40R proposal at town meeting.
