LITTLETON — September 13, 2023 — Littleton's Board of Health voted to hold a public hearing September 27 on a definitive subdivision plan for the former IBM campus at 550 King Street, a mixed-use redevelopment proposal that would connect the large office property to municipal water and sewer. Health Agent Jim Garreffi, absent but submitting written notes, found no public health concerns with the site, noting that its on-site wastewater treatment plant and a former restaurant septic system would need to be decommissioned under groundwater discharge and Title 5 regulations respectively. The board's 45-day response window, triggered August 24, expires around October 6, making the September 27 hearing the last regular meeting within the deadline. In a separate vote, the board agreed to continue discussing a Title 5 waiver process — modeled on Lunenburg's Regulation 15.305 — that would allow property owners with failed septic systems along the new Russell Street sewer route to mitigate in place rather than replace, provided they commit in writing to connect when municipal service arrives.
