Littleton Board of Health names itself lead agency for all town odor complaints

LITTLETON — March 27, 2024 — Littleton Board of Health agrees to serve as central intake for town odor complaints amid confusion over Sanctuary cannabis enforcement. At the March 27 meeting, the five-member board confirmed that Littleton Convenience at 12 Jennifer Street faces a $2,000 fine and a 10-business-day suspension of tobacco sales — April 19 through April 28 — after a flavored-product violation was found to be the store's second offense within 36 months under 105 CMR 665.000. Planning Board Vice Chair Anna Houston and member Jeffrey Rombacher attended to press for clarity on who in town government is responsible for receiving and acting on odor complaints from the Sanctuary cannabis facility at 234 Taylor Street, where residents have reported problems for roughly six years. The board found that authority may overlap across MGL Chapter 111 Section 31C, Littleton's right-to-farm bylaw, and Sanctuary's own special permit odor management plan — a 66-page document that has not received the independent HVAC engineering review the board previously recommended to the Planning Board as a condition of expansion approval.
