Littleton Voters to Decide on Selling Town Hall for Senior Housing Development

LITTLETON — April 9, 2025 — Littleton officials make public case for Town Hall sale to create senior housing. At an April 9 public information session, Town Administrator Jim Duggan and a panel including Town Counsel Tom Harrington and housing consultant Judy Barrett outlined a proposal to sell the 103-year-old, three-section building at 37 Shattuck Street to a private developer, construct 40 to 60 deeply affordable senior rental units on the site, and relocate town offices to a new building — with the town remaining in place for at least four years during the transition. Barrett cited analysis showing at least 265 Littleton senior households earn at or below 30 percent of the Boston metro area median income and that the town currently has zero deeply affordable rental units. The plan requires two Town Meeting votes on May 6 — Article 12 to authorize petitioning the legislature for a special act, and Article 13 to allow the Select Board to market the property — with Harrington stressing that a "yes" vote begins discussions only and that any actual sale would require a subsequent money vote. Roughly two dozen residents attended and raised objections ranging from distrust of the RFP process and federal funding instability to structural concerns about the timeline and the lack of pre-vote developer contracts.
