Littleton Conservation Commission Issues Orders, Hears Unauthorized Wetland Tree-Clearing Case

LITTLETON — February 7, 2023 — Littleton Conservation Commission issued four unanimous votes and kept a wetland enforcement order open at its February 7 meeting. The most substantial item involved Seal Harbor Development of Acton, whose land clearer removed 13 trees on Foss Place and 35 trees on an adjacent Ipswich Drive parcel — eight of them inside the 50-foot no-disturb zone — without a permit. Mark Gallagher, Seal Harbor's owner, told the commission "we did a very poor job of managing his work" and pledged to cooperate with remediation; the commission set a Friday deadline for erosion controls and made clear the enforcement order remains open pending wetland flag verification in spring. The commission also voted unanimously to issue orders of conditions for a multi-parcel Great Road bank project and a raise-and-rebuild home at 29 Lakeshore Drive, and approved a minor modification for a driveway widening at 1 Fur Lane after homeowner Todd Shulman explained the expansion was needed for his quadriplegic son's school transportation and nursing visits. On the grant front, the Town Forest boardwalk secured just over $26,000 in combined funding from the Community Preservation Committee and Littleton Electric Light and Water, and a state ADA trail grant of just over $30,000 for Cloverdale is pending a decision expected before July 1.
