Littleton Conservation Commission Issues Order of Conditions for Mill Road Battery Storage

LITTLETON — November 4, 2025 — Littleton Conservation Commission clears battery storage project near Beaver Brook on a 5-0-1 vote. The commission voted Tuesday to close the public hearing and issue an order of conditions for a Littleton Electric Light and Water Department electrical equipment area at 97 and 99 Mill Road, DEP file 204-1022, with conditions requiring annual joint fire department training and weekly written construction updates. Commissioner Jason Carberry said the findings must explicitly reflect the public nature of the utility: "By virtue of a public agency working with the public fire department, there are certain checks and longevity commitments that are baked into that." A revised containment plan showed 28,000 gallons of secondary containment capacity, up from 12,500 gallons in the prior submission, after the engineering firm Warren Cameron corrected calculations to include the full liner footprint beneath the concrete pads. Chair Sarah Seyfried abstained due to missing a prior meeting.
