Select Board_FinCom - Sept. 23 · Meeting of September 23, 2026

Littleton Select Board sets fall Town Meeting warrant, leaves a landlord-nuisance enforcement bylaw unrecommended after resident pushback. Town Administrator James Duggan walked the board and Finance Committee through 12 articles for the Oct. 27 special Town Meeting, including a $500,000 Community Preservation Act borrowing for affordable senior housing at 410 Great Road and $70,000 for Forge Pond herbicide treatment. Both boards voted unanimously to recommend nine of the ten town-sponsored articles, but held Article 3, a proposed adoption of state Chapter 40U property-code enforcement, without a recommendation after resident Jane Gomes described years of unresolved Board of Health complaints about a neighboring property.

"The definition of insanity is continuing to do the same thing and expecting different results," member Karen Lee Morrison said in support of the tool. Attorney Peter Brown, retained to explain the statute, called it "a game changer" for other towns' code enforcement, while other members said they still don't know what problem it solves.
